Islamabad (30 October 2025) – The National Database and Registration Authority (NADRA) has announced a major relief for young citizens of Pakistan by offering the first CNIC free of cost to all individuals aged 18 years and above.
This initiative aims to make identity registration more inclusive and encourage every adult citizen to obtain a national identity card without facing financial barriers.
According to NADRA officials, the move will help thousands of first-time applicants, particularly in rural and low-income areas, where affordability often delays registration.
Under this new policy, citizens applying for their first-ever CNIC will not have to pay any processing or issuance fee. However, replacement or renewal cards will continue to follow NADRA’s standard fee structure.

How to Apply for a Free CNIC
- Visit your nearest NADRA Registration Center.
- Fill out the application form for a new CNIC.
- Provide required documents such as a birth certificate or B-form.
- Complete biometric verification and submit your application.
Once verified, NADRA will issue the first CNIC free of charge.
This step is part of the government’s broader vision to promote digital inclusion, empower youth, and ensure that every citizen has access to formal identification.
